Volume 2: Non-Dwellings

Volume 2 of the new Part L relates to buildings other than dwellings.

Some of the main changes in this volume include the SBEM is required to pass both the co2 emission target and a new primary energy use target so improvements are likely to be required for both U-values and thermal bridging.

Thermal bridging should also be addressed at the design stage and accredited construction details will no longer be acceptable for use within the SBEM calculation.

Instead, each detail should be independently assessed but the assessment can be reused where the detail is the same.

Builders should confirm that an appropriate system of site inspection is in place to give confidence that these details have been installed on-site.

The SBEM BREL as-built report should be signed by the developer to confirm construction has been completed according to the specification in the final report.

Thermal Standards - Non-Dwellings

The maximum permitted U-values for new build non-dwellings are on the screen now.

These are very similar to the current standards.

The U-values will be dependent upon the use of the building and the heating systems installed.

The values are the same for new thermal elements in non-domestic extensions.

Consequential Improvements

Consequential improvements might also be necessary primarily these occur when extending buildings with an existing floor area that is greater than one thousand meters squared (1,000sqm) and also when installing new HVAC systems for the first time or increasing the capacity of any existing HVAC systems within the building.

- or increasing the capacity of any existing HVAC systems within the building.

Improvements may be required if they are technically functionally and economically feasible with a minimum of 10 percent of the value of the principal works to be spent as a consequential improvement.

Improvements may be required if they are technically and financially feasible.

These can however include work that's already planned or proposed for the scheme.

Possible improvements are listed within Appendix D of approved document L Volume 2.

Transitional Provisions

Transitional provisions are in place for new approved documents.

To use the old 2013 edition of Part L an application must be received before the 15th of June 2022 and work must have started on-site before the 15th of June 2023.

For multiple dwellings or buildings on an application, work on each unit must have commenced for the transitional provisions to apply.

So for an application of 100 dwellings work on all 100 units must have commenced before the 15th of June 2023.

If 10 dwellings have started only these can be built to the 2013 standards the remainder must meet the new 2022 standards.

Foundations for blocks of flats are considered a start on all units within that block.
